This shot is a great example of tone-mapping. In a single shot exposing for the foreground the bridge in the background would get blown out. Exposing for the bridge would render the foreground black. Tone-mapping fuses three shots with different exposure values to produce a single image with a full range of tones that more closely approximates what we see with the human eye.
